OMEN 15t
Microsoft Windows 10 (64-bit)

The 7700HQ in my OMEN 15t is now running at it's turbo boost frequency all of the time afater updating to W10 1809 when plugged in.  I've checked my power settings, power cycled, checked and downloaded drivers from HP and windows, but I can't seem to get the thing out of turbo boost. 

 

When I unplug the AC power, the processor throttles as normal, but as soon as the AC comes back in, the CPU jumps back up to turbo boost land and won't throttle.

 

Power settings allow for a min CPU of 5% when plugged in and on battery.

 

Anyone have any ideas?

I recommend updating the BIOS, Chipset and the graphics card drivers from the HP website: Click here

 

If the issue persists, I suggest you check if the issue occurs on safe mode as well, if it doesn't, you may want to create a new user account followed by resetting windows using the HP recovery media: Click here for details on obtaining one as the update could have corrupted the system files.

Thanks for the reply.  I made sure to update drivers before I posted initially.

 

Booting into safemode kept the CPU at 100% (no turbo boost) but this time the CPU stayed at 100% even when I unplugged the AC charger, and the PC should have been idling.

 

A new user account didn't help either.  Any other ideas before I reformat?

@LuminoZ To be on a safer side, I suggest performing an extensive hardware test on the device:

  • Hold the power button for at least five seconds to turn off the computer.
  • Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
  • On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests.
  • Click Extensive Test.
  • Click Run once, or Loop until error.
  • While the test is running, the time remaining and test result for each component display on the screen.

If a component fails a test, write down the failure ID (24-digit code) for when you respond back to us.
