Microsoft Windows 11

CPU is throttling voltage despite being at 60C even under load. Games stutter with frame drops and pauses every second. However issue does not occur when the laptop is connected to an external monitor.

@viperkmd, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
The issue you’re facing with CPU voltage throttling on the OMEN Transcend 16-u0078nr, despite reasonable temperatures (60°C), suggests a power management or display-related issue. The fact that the problem disappears when connecting an external monitor hints at a possible dGPU/IGPU switching or power delivery inconsistency.

Possible Causes & Fixes:

Hybrid Mode & GPU Switching:

  • Some gaming laptops throttle CPU/GPU performance when running on the internal display due to Optimus (NVIDIA Advanced Optimus) or AMD SmartShift.
  • Try forcing the laptop to use the dGPU only by disabling iGPU via NVIDIA Control Panel (for NVIDIA GPUs) or disabling Hybrid Mode in OMEN Gaming Hub.

Power Delivery Issue:

  • Laptops sometimes throttle when the power adapter isn't delivering enough power.
  • Check if the power adapter is correctly plugged in and providing full wattage.
  • Try using a different power adapter if possible.

Windows & BIOS Settings:

  • Check Windows Power Plan settings (Control Panel > Power Options > High Performance).
  • Update the BIOS (if not already on the latest version).
  • Reset BIOS to default settings to rule out power management tweaks affecting voltage.

Drivers & OMEN Gaming Hub:

  • Ensure your GPU, chipset, and OMEN Gaming Hub are fully updated.
  • Try disabling any unnecessary power-saving or performance-limiting settings in OMEN Gaming Hub.

Test with Different Refresh Rates:

  • Some users report CPU throttling issues related to display refresh rates.
  • Try changing your screen refresh rate (Settings > Display > Advanced Display Settings).
  • If your laptop has a MUX switch, experiment with different settings.

I hope this helps.

Take care and have a good day.
