I got my laptop yesterday and installed all the windows update and hp driver update. When i checked the OMEN command centre , some features were missing like overclocking , performance booster etc. So when i checked online they told to uninstall it and reinstall from it microsoft store. So i went to the control panel and uninstalled it. But when i went to the store i was not able to install it. When i tried clicking the install button, they are prompting that you already own it

Who told you to reinstall the Omen Command Center for the Overclocking issue? That was wrong advice.
HP laptops (as with almost all other laptops, with the exception of a few) are not overclockable. The cooling system could not handle the heat. If you could, you would also have to have an Unlocked CPU which you do not.
The Performance Mode is not available on your model either. That requires hardware that needs a 200w or larger power supply. Yours only requires 150w.
You need to uninstall the command center from the Start Menu. Go to the O section and see if the command center is still there. Uninstall it and see if the MS Store will let you install it now.
