Order Declined but payment not refunded

HP Pavilion Gaming Laptop - 15t-dk100
Microsoft Windows 10 (64-bit)



I made on order on 8th January 2021 for an HP Pavilion laptop customized on the HP store which was declined after the card payment had gone through but I am yet to receive the refund for the payment. I have talked to my bank and been informed that the refund has not be sent and that I should follow up with the merchant. I reside outside the US and thus am not in a position to make the follow up via phone. Please guide on whether there is another alternative means of follow up of the same
