1. How can I overclock the mentioned model of HP?

2. Is it is safe to overclock? if yes how much is recommended to overclock?

3.  Which software should be used? 

4. what if forcefully overclocked by 20-40%? it will damage or is it okay?

please answer this queries.

No you can't. Vendors only allow some machines (mainly desktops) to be able to overclock using K processors. One very simple reason: they don't want customers to send machine back, specially during warranty year(s) because machines are TOO HOT and MELTDOWN
