So what is the difference between the red and white option while building a HP Omen 15T can I change the colors on the keyboard with the white option? I’m confused on what I get for my $20

I believe if you order the White option, you're supposed to get the keyboard that can change color via the settings in the OMEN Command Center. However, you may still end up receiving red, despite ordering the white, like I did. The red cannot change color at all, nor can the green (if presented with the option).

Yep, the White Legend is for the 4-zone keyboard. It gives you 4 zones or sections of colors on the keys.

The sections are groups of keys meaning they are not individually separate RGB colored keys, so the keys cannot be individually colored differently. The zones colors can be changed though and are only static colors (they cannot be animated).

 

Red Dragon is just that,  all Red or 2 zones. The WASD keys I think are yellow or white, cant remember. They cannot be changed.
