The HP OMEN 17 w033dx has the GTX 965 installed.

Is this what you have?

 

HP inadvertantly sent these out with the 120 Watt chargers when the 965 requires the 150 watt charger.

This will cause fps issues when gaming while plugged in.

 

Conctact HP and they will make it right.

The solution is to cap your CPU performance in the windows power options by limiting maximum processor state to 99%

 

<win><x> power options -> additional power settings -> create power plan -> high performance, name the plan "Gaming" -> change plan settings -> change advanced power settings -> Processor power management -> Minimum Processor State, set both to 0%, Maximum Processor State, set both to 99% -> OK

 

This will stop turbo boost from power spiking and making the computer throttle. It generally isn't useful for gaming performance anyway.

 

Additionally it helps to lower CPU power consumption further by using Intel Extreme Tuning Utility to undervolt the processor. I can manage -140 mV on my machine.
