I reboot my laptop to factory reset, and it stuck on 64% and keeps restarting over and over for almost 8 hrs, I turn it off and pressed f11 to try to recover the system again but having the same issue.

Is there any technical service on Melbourne so I could get my laptop fixed?

Hi:

 

Before you send the notebook in for repairs, using another Windows PC with W7 x64 or newer on it, use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.
