I see that you're experiencing static display lines, 
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:

  • Have you tried checking the display on an external monitor?
  • Have you checked with different application Microsoft word or paint or internet browser?

While you respond to that, I recommend you to perform the following steps to isolate the issue and arrive at a fix:

 

I recommend you attempt to access the BIOS screen by tapping on F10 while the computer is restarting, 

If the issue persists in the BIOS screen which is outside windows, it would confirm a hardware failure.

 

Also, make sure you don't have any interference -

 

If you are using a Power Strip, remove it and plug the unit into the wall.  See if that makes a difference.  If it does, replace the Power Strip.

 

Check the voltage at the wall - standard meter should not read less than 110 volts, you'll probably pick up 117 v with an RMS meter.
