I am having the exact same issue as this post. Basically my monitor and keyboard start to randomly flicker off and on, thankfully I have an external monitor, keyboard and mouse but after a few weeks of happening it keeps getting worse and worse to the point that now its mostly off and turns on once in a blue moon. The thing is that it happens even outside of windows and if I want to format or change bios settings its too hard to do it without the laptop flickering all the time. I even tried using the usb recovery tool from my latest bios update but it only temporarly fixed my issue.

I can see why this is extremely disruptive, especially since it affects BIOS access and recovery operations. Let’s go through some steps and recommendations:

 

Check External Connections

Since you are using an external monitor, keyboard, and mouse, ensure that the laptop works reliably with them.

This can help determine if the issue is mainly with the internal display/keyboard or a deeper motherboard/graphics issue.

 

Reset BIOS / Update BIOS

Perform a BIOS reset: Turn off the laptop → Press Esc → F10 → Load Setup Defaults → Save & Exit.

If you recently updated the BIOS and it temporarily fixed the issue, consider re-flashing the latest official BIOS from HP using a USB recovery tool.

 

Check for Loose or Faulty Internal Connections

Random flickering that occurs outside Windows often indicates hardware issues such as:

Loose display cable or connector

Faulty internal keyboard/motherboard components

Avoid attempting DIY repairs if the laptop is under warranty.

 

Run HP Hardware Diagnostics

Restart the laptop → Press Esc → F2 to launch HP PC Hardware Diagnostics UEFI.

Run System Test, Keyboard Test, and Display Test.

Record any error codes
