The performance of the laptop is not as desired. The slowness and lag persists even if no application running.
1. Disabled all startups
2. Updated all the drivers
3. Up to date windows OS
4. CPU and memory utilization low e.g. 7% and 37% and below on average
5. Scanned the system for malware and virus
6. All cleanups done
Still slow even in moving the mouse pointer and right click on desktop to open the shortcut menu.

Welcome to the HP Support Community!
I recommend you run a system test on the computer following the below steps to make sure that there is no hardware issue.
- Turn on the computer.
- Immediately press the f2 key repeatedly, about once every second, until the UEFI menu opens.
When the UEFI menu opens, select the diagnostic test you want to run, and then follow the on-screen instructions.
NOTE: If you need to stop a diagnostic test, press esc.
If the test pass, then perform a system restore back to the date when everything was working fine.
Follow the steps in the below article to perform a system restore.
