Greetings @Kavinp
Welcome to the HP Forum.
Good troubleshooting. You've covered Windows settings and drivers. Have you tried a balanced power setting?
Possible other points of failure are:
1. One or both USB devices.
2. One or both USB ports.
3. Problems on both ports, using the same USB controller, would suggest a (hardware) MB USB controller problem. The MB should have, at least, two USB controllers (2.0, 3.0, 3.1, or 3.2).
Try using the Laptop keyboard. Connect the mouse to any other available USB port using a different USB controller. You could also try other keyboard/mouse combinations using different USB ports to see how it goes.
Check system stability.
Regards

This are the ports available on my laptop .
This laptop has only 2 connector ports for normal pins to connect Keyboard and mouse and both are blicking while I run a gaming program Like Warframe ,Apex.
if i want to i need to buy an extender with c type pin to connect through C port
If its possible Please elaborate
I tried all 3 power options, High Performance, Balanced, HP recommended.
As you have mentioned I only have the same hub and controller if so what can I do to resolve this ?
Thanks in advance
Note: The blinking happens only while gaming as of now ,if i use laptop key board for At+tab and lands on another screen like dicord or browser then External connected keyboard and mouse works fine.Problem occurs only when these games tab

Greetings @Kavinp01
My pleasure.
Thanks for the image.
This is a tricky one, the problem only happens when gaming and Device Manger looks okay at the time you took the screen shot. The USB 3.0 controller may be disconnecting and reconnecting when gaming.
I have never experienced this behavior over decades of computing. So this problem is a mystery to me.
I can't see why one or both USB A ports or the USB 3.0 controller would freak out only when gaming. Maybe one of the USB devices has a problem?
You have a USB 3.0 Root hub (probably type A) and a USB 3.1 controller.
We're trying to figure out if you have a USB port problem, a USB device problem, or an intermittent USB controller problem.
You can get a USB 3.0 type A (female) to type C (male) adapter at Amazon.
I would try each USB type A device in the Type C port to see if gaming works correctly.
So you would try the external keyboard in each type A port with the Type C mouse connection.
Now try the Type C keyboard connection using the mouse in each Type A port.
I don't understand the last statement in your post. Can you game when using the Laptop keyboard and a type A mouse connection?
