Device Model: HP Victus 16-r0xxx
CPU: Intel Core i7-13700H
Current BIOS: F.29

Problem Description:
After updating to BIOS F.29, my laptop is experiencing severe performance degradation.
1. Broken Fan Curve: Fans spin at max speed initially, but after 10-20 seconds, they slow down automatically even while gaming (Valorant), causing overheating.
2. Power Throttling: CPU utilization drops to ~60% and FPS drops from 300 to 220.
3. Troubleshooting Failed: I tried resetting EC, disabling Intel DTT, and reinstalling drivers but nothing worked. I cannot rollback to F.26 due to system blocks.

Request:
Please fix the Fan Curve and Power Limits in the next BIOS update (F.30). This update (F.29) makes the laptop perform much worse than before.

I understand your HP Victus 16 is showing major performance issues after updating to BIOS F.29, with fans slowing down during gaming, overheating, and power throttling. Let’s go through a few steps to check what could be causing this and stabilise performance until a new BIOS update is released.

Reset BIOS Settings to Default
– Restart the laptop → press F10 to enter BIOS.
– Choose Restore Defaults / Load Setup Defaults, save, and restart.
– This clears any corrupted fan or power-curve values introduced during the update.

Perform an Embedded Controller (EC) Reset
– Shut down the laptop completely.
– Unplug charger → hold the power button for 15–20 seconds → reconnect and boot.
– This forces the EC to rebuild fan and thermal tables.

Update or Reinstall HP System Drivers
– Go to HP Support → Software & Drivers → Victus 16-r0xxx.
– Reinstall:
System BIOS Utility (if re-download available)
HP System Event Utility
HP Thermal & CoolSense drivers
Intel Chipset + MEI (Management Engine)
– These directly control thermal, power limits, and fan behaviour.

Disable Intel DTT (Dynamic Tuning Technology)
– Open Services.msc → find Intel Dynamic Tuning → set to Disabled.
– This prevents aggressive power limiting that can reduce CPU to ~60%.

Check HP Command Center / OMEN Gaming Hub Settings
– Open OMEN Gaming Hub → Performance Control.
– Select Performance or Max Fan mode.
– Make sure the app isn’t reverting to Balanced mode on startup.

Reinstall the Graphics Drivers Cleanly
– Use DDU (Display Driver Uninstaller) in Safe Mode (if possible).
– Reinstall the latest NVIDIA/Intel drivers from HP or the GPU manufacturer.
– Thermal and power bugs sometimes appear after BIOS updates if GPU drivers mismatch.

I have similiar problem after accidentaly updating bios to F.26 - my cpu starts powerthrottling at 85*C, I can't change prochot in throttlestop anymore.. the system enforced that bios update after booting  into system with windows update turned on 😕 
HP Bios updates are scam and they are ruining our systems, I wish I could revert to f.24 or earlier (hopefully unlocking more options) - but it's too dangerous for me to try while I don't have spare PC.
I really regret buying this laptop, I will make sure to block windows update in every OS I install before it ruins it even more.
I have tried everything, even disabling dynamic boost in my GPU - nothing helped.
