I've looked all over HP's website and I CANNOT find the USB Drivers... Am I just dumb or are they actually not in the webpage and why?

Hi:

 

USB drivers have been included in all versions of Windows since Windows 8 came out.

 

That is why you can't find any USB drivers listed for any recent model notebook.

 

If you are having USB driver issues, I recommend you back up your files and do a factory reset of the notebook.

 

You can also try installing the AMD chipset driver for Mobile Ryzen processors in hope of a miracle that it will resolve the problem.  Restart the PC after installing the driver.
