I see what you mean. On the other hand, HP is still issuing BIOS updates -the last version was released in June:
I don't speak for or represent HP, but if I were allowed to guess, it probably has something to do with the fact that your laptop has unofficially reached its EOL ('end-of-life') support status, even though it has not yet reached official end-of-life status. However, it is a few generations old, originally released in mid-2019, and HP has since launched newer models and product lines that likely affected the support and availability of parts for your laptop.
The average lifespan of support for HP computers (also applies to non-HP laptops) typically ranges from 5 to 7 years after the product's initial release date.
To be brutally honest: I wouldn't worry about it. Unless, of course, you can show me how non-W11 support is actually affecting you.
