Windows Hello in Windows 10 will require face, iris, or fingerprint hardware to work.

Your gaming maching does not have the hardware for Windows Hello to work. That is a feature of the more business class machines. Your system would have to of had an ifra-red webcam or fingerprint reader built in for it to work.
