hello 

my cpu is ther i7 7700hg and it is ment to boost to 3.8 ghz but it only boosts to 3.4 ghz.

It should boost to 3.8GHz but for a very short period (can be few miliseconds). I won't kill itself when staying so long at top speed. Please ask Intel, they may have more answers.
