fan speed on the hp omen 15 ax219nf

hi, 

I use a laptop called hp omen 15 ax219nf. When i play video games the cpu is near 90 degrees and the gpu  70 degrees clecius.

I change the Thermal paste last week with a good one. I would like to know why one fan is about 4500 rpm and the other about 100 rpm. The second one is totaly useless, that is normal ?

Heat sensors control fans on your machine. When one area gets hot the sensor for that area kicks in and forces its fan run faster.

As you know, CPU, GPU even RAM are very close together and they generate heat that why the fan of that area runs faster.

my laptop is an old generation and the 2 fans are close, maybe the second one schould help the first on to make the pc less hot.

Currently the processor package is arround 70 degrees for a standard utilisation and 90 to run a game.

It is possible to manage the speed of fans ?  I don't understand why they put a fan to work at 110 rpm.
