Hello , I have a OMEN by HP - 15-dc0016nf witha GTX 1070 max Q design intel i7 8th gen and a 64 bit system. After around 20 minutes of gaming the FPS drops from around 300 to 38 which affects me during my competitive sessions i have tried everything from lowering the quality in the NVDIA control panel to change the energie utilization in the conrtol panel and i don't know if there is anything else to do that is unless you of you guys could help.

At that point machine could be hotter than 19 mins before that and both fans could not blow out all hot air inside the machine. Few things can reduce heat. Please try:
