Product: OMEN by HP 15-ax210nr Laptop PC
Operating System: Microsoft Windows 10 (64-bit)
i've had this problem for a few weeks now, when my computer comes on it makes an awful rattle noise and i get the "error cooling fan 90b" thing, i've opened it up to see if dust got into it and its cleaned out, i also noticed a fan doesnt spin like the other one does. i'm asking here to see if i need a new fan or if i can somehow fix the other one

Sounds like the fan might have failed and would need replaced. Note that the CPU fan does spin faster than the Graphics card fan.
Here is HPs document on that 90b error and some troubleshooting tips...
