i update omen gaming hub and i cant find new features like undervolting. i think its buggy or something. can someone help me?

No, your dc machine does not have this option. Only the following machines have  Undervolting option

 

Undervolting is available only on certain computer models, including OMEN 15-ekxxxx Laptop PC, OMEN 15-dhxxxx Laptop PC, OMEN by HP 16-b0xxx Laptop PC, Victus by HP 16-d0xxx Laptop PC, OMEN by HP 17-ck0xxx Laptop PC, and OMEN by HP 17-cbxxxx Laptop PC Notebook series.

You can try using Intel XTU or ThrottleStop (this one allows to undervolt some CPUs Intel XTU doesn't allow). If HP isn't supporting it it might be because there is a lock for undervolt on this CPU but you can try at your own risk (Pretty low apart BSOD if you are undervolting only).
