my hp victus 15 has not performance mode in omen gaming hub,  i just did hp cloud recovery with the help of engineer but it still didn't show can anyone help me

Performance mode appears in the OMEN Gaming Hub app if your specific Omen model supports it, typically under the Performance Control tab when plugged in. Some entry-level Omen/Victus models limit it to Default due to hardware/thermal caps. It's not hardware related issue, so use max plan that available to you.
