Operating System: Microsoft Windows 10 (64-bit)

I'd like to setup the keyboard. I heard it is possible.

I can't find Omen control in the computer, so I install whatever the supprurt team answers, but syscom.dll is still missing.

is there a deffinitive easy solution for that?

Your specs say your model came with Free Dos only. Did you have to install your own copy of Windows?? If so, what did you use to install it with? Ive had users install cracked copies from bit torrents and they can be screwed up and give the syncom error also.  If you or someone else did install Windows after purchase, then yes you have to install any HP software you want afterward.

Your model does not use the Control Center, it uses the Omen Command Center. What HP program did you install and from where?
