I just bought the HP Victus with the I5-13420H and rtx 4050 and im experiencing some issues with omen gaming hub. I cant see the performance mode in performance control and for some reason the quiet mode forces the fans to be louder than the default one. The charger is plugged in, i reset and reinstalled omen and sdks a bunch of times and the issues persist.

The HP Victus with i5-13420H and RTX 4050 typically supports up to "Default" mode only in OMEN Gaming Hub, as I have seen other users with same laptop mentioned about this. 

 

You can try steps mentioned in acceptable solution here to confirm 100% but I am pretty sure your laptop like some other victus only support upto default so it might be just waste of time:
