Can I make a restore with the HP recovery program without effecting my other programs, if so, how?

Unfortunately, what you want to do is not possible with the HP recovery program, if you are referring to the HP cloud recovery tool.

 

You can reset the PC in the Windows recovery program and select the option to keep your files and settings.

 

However, you will lose any installed programs.
