Hello, I want to buy a gp gaming laptop (HP Pavilion Gaming 15-ec1019nt 24D52EA), but is it out of warranty to develop on the laptop or can I develop it as I want?

Warranty is a grey/gray area very hard to say in concrete.  You can do what you want. If something went wrong due to what you've done, I think HP would not honor warranty.
