Product: MacBook Pro
Operating System: macOS 10.14 Mojave

I have changed my HP cookie settings and saved them - 3 times.  Each time I go back my choice to opt out of cookies has been changed back to "allow".  What am I doing wrong?  Can I make my selections permanent?
