Printing with Cortana is essentially an ePrint operation directed with your Cortana interface.
There are a lot of places for this to go wrong.
For example, "connection not working" might refer to
- The Cortana interface / setup
- The HP Printer Skill setup
- The ePrint connection of the printer to the internet (Web Services)
- Importantly, the type of Device / OS might influence whether / when / how you connect
