Can't add the printer having removed it, cloud print does not see it.
Can do test prints over Wi-Fi from any device using browser and IP address / admin page.
Admin page and HP account all indicate printer is connected and ready to print.
No changes made to ISP, router, devices or printer.
Print spool reads print failure.
HP Android app works OK but is clunky. Any changes to print size or quality result in tiny or huge images not related to changes.

Can you try using the HP Print apps?
This example will show you how it's done:
Chromebook: Printing using HP Print apps
(different printer but the steps are the same)

I have fixed the problem now, the printer had become unregistered from Google cloud print. No idea how that happened but I added it again and it works fine.
I did provide info on the HP app.
