I JUST RECENTLY GOT A PRINTER FROM OFFER UP. WHETHER I CONNECT IT VIA USB OR WIRELESSLY IT TELLS ME TO GO TO HP INSTANT INK I HAVE DONE THAT AND IT STILL DOESNT DO ANYTHING. IS THERE A WAY I CAN DISASSOCIATE MY PRINTER WITH THE PREVIOUS OWNERS HP INSTANT INK ACCOUNT

Do you mean this is a printer previously owned and used HP InstanyInk by another owner?

 

If this is the case, when the previous owner has canceled the HP Instant Ink service, any ink cartridges supplied by the service stops working and must be replaced:

Assuming I clearly understood your intention, you must replace any cartridge with standard cartridges for your printer from any nearby store, then you may later enroll the printer to HP Instant Ink by yourself.
