Hi,
Install the following firmware update from your PC, then try enabling web services and check again:
http://ftp.hp.com/pub/softlib/software13/printers/ps5520/PS5520_R1610A.exe

Downloaded the suggested firmware from the link provided, was able to enable web services. Followed the online instructions to finish registering printer and change printer email address, everthing seems to be working fine, thanks again to Shlomi , very easy and simple fix for such a frustating problem.
