Product: HP OfficeJet 3830 All-in-One Printer

I have the 50 page plan. It says I have up to 150 rollover pages. 8 additional pages. So then where is my 150 pages?

HP Recommended

The plan you have is 50 pages per month.  If you use less pages in a month the extra (50 minus the amount you used) will be rolled over to the next month, up to a maximum rollover amount of 150 pages.  If you print more than 50 pages in a month the rollover pages will be used first.  If there are no rollover pages available the pages will be charged as extra (in increments of ten pages).
