Cancel out roll over pages when down grading, pages that were paid for!

I had the 100 page plan and was running over the monthly allowance, so in anticipation of doing my taxes I upgraded to the 500 page plan.  Then after doing my taxes, I was planning to downgrade to the 100 page plan.  When  I checked on downgrading, I found:

That I'll still be charged $11.99 later in April.  

All the rollover pages in excess of 300 roll over pages allowed in the 100 page plan  will be lost, but I had previously paid for the roll over pages, why should I lose them?  Shouldn't the current roll over pages remain in the account until used?

Ok, I  wish to return to the 100 page plan, when should I make that change?  What will I be charged on the next anniversary date?  How many roll over pages will remain in my account?
