i want to register for instant ink, but i can not choose a country, Netherland seems to be the only choice .

and therefore i can not register my adres.

Use this link- https://instantink.hpconnected.com/be/nl/l/ to register the printer from Belgium.

 

Also, refer to the document HP Printers - Enrolling in HP Instant Ink for help.
