Can’t connect to HP print

HP Recommended
HP envy 5200
Microsoft Windows 10 (32-bit)

Have error message re cartridge cannot be used until printer is enrolled in HP instant print.

have signed up to instant print for over a year. On account, printer is online but cannot to connect to printer despite refreshing many times.

have rebooted printer and router. Removed and replaced ink cartridges, turned web services off and on. 
have had no response from HP WhatsApp and gave up holding when trying to get through to HP on the phone! Anyone else have other ideas?
