My uncle passed away and his HP instant Ink account has blocked the printer.
how can I solve this issue since I cannot access his account to remove the printer ?

I am sorry for the loss of your uncle.
If you cannot access the account, you will perhaps need the help of an agent.
The printer is OK - the Instant Ink Cartridges have likely locked - this is normal behavior when an account is dormant / terminated / cancelled / ignored for too long.
Remove all the Instant Ink Cartridges from the printer.
If you plan to use the printer, purchase a set of HP ink cartridges and install.

Normally I would direct you to the Instant Ink website and ask that you click into your region, open, and read the Terms of Service (includes contact information).
The contract also explains how the plan cancellation process works. It appears that this won't work - selecting your region from the USA Instant Ink website appears to open your main regional HP Support site . ?? In the event that I am missing something, I will post the Instant Ink information at the end of this message - it's possible (probable) that I'm missing something due to my lack of language skills.

Whether that works (and it should) might be tied to unexpected issues with residual Instant Ink subscription remnants.
At the least, you do need to change out the cartridges .
