Since I moved to Portugal already 2 years ago I am not able to connect my printer to Instant Ink. 

I have asked HP to cancel my German accounts, because some HP worker told me to do so, as well as to  reset my printer, I have made a new account to make a new account at Instant Ink but nothing seems to work out.

 

Any help here would be great.

It sounds frustrating dealing with the connectivity issue with your HP Envy 6400 printer and the Instant Ink service, especially after relocating to Portugal. Here are some steps you can follow that might help resolve the issue:

Check Service Availability: First, ensure that Instant Ink is available in Portugal. HP's Instant Ink service isn't available in all countries, so it's essential to confirm that you can use the service in your current location.

 

Instant Ink accounts are linked to the country/region of your HP account.

To change the country/region for a printer in Instant Ink, add the printer to a different HP account that is in the desired country/region.

Cancel the original Instant Ink account to prevent continued billing. Enrolling the printer in a new account does not automatically delete the old account.

HP Instant Ink Platinum or HP All-in Plan for Print: The service is only available within the continental United States. If you move out of the service area, your subscription is cancelled and you may be charged an early cancellation fee.
