Thanks this worked for me! I wonder why hp tech support didn't know this? Essentially they said 'it works in edge just use that'.

I had to delete all the cookies on my PC 

Here's one method that was posted that deletes cookies from instant ink site only.

I fixed this problem by doing the below: Delete specific cookies On your computer, open Chrome. At the top right, click More Settings . Click Privacy and security. Cookies and other site data. Click See all site data and permissions. At the top right, search for the website's name, mine was: https://www.hpsmart.com/ To the right of the hp site, click Remove . To confirm, click Clear."

HP Recommended

I tried a few of the recommendations on my Edge browser including resetting my printer to factory default. The only one that worked was using the app on my Iphone.
