Cartridge cannot be used until printer is enrolled in HP Instant Ink message

I have been enrolled in Instant Ink since I bought my printer 2 years ago and have never received any cartridges at all - now I can't print color and I have no other cartridge.  Instant Ink says my printer is offline on one screen and just fine on another screen.   I do I get in touch with Instant Ink to resolve problems - this is insane!!
