Welcome to the HP User Community.
I have been charged multiple times for ink I have not received.
How do I talk to a live person?
In general, "charged for ink" should not happen.
All the ink you use or need is included in the monthly fee you pay for your Print-by-Page subscription plan to Instant Ink.
Ink is only sent when the printer reports to the service that ink is needed.
