My friend moved and gave me his HP ENVY 5540.
I tried to enroll in HP Instant Ink but I keep getting a message that says "This printer is enrolled in Instant Ink. Sign in to the HP account that wsa used to enroll this printer in Instant Ink to access all your account info right here."
Does this mean my friend would need to remove this printer from their account before I can use it or is there a workaround for me without him getting involved?

Yes, that's correct. If your friend not using this printer, they have to cancel the subscription and remove the printer from their account for your to re-enroll fresh.
