HP OfficeJet 5740 e-All-in-One Printer

Following a crash of my HP (All in one HP Envy27) Desktop, it took me a long time and much effort to restore / re-enter most of my files. In the process one thing I overlooked, is the monitor function of the Ink subscription. My fault!           I now notice that the program is NOT suitable. HOWEVER adding insult to injury, I am advised that when I downscale the Ink subscription, from 300  to 100 or 150 per month,  the 900 page roll-over balance will be adjusted down to 3X the new subscription total.   I will have already wasted money paying for many pages which I did not use, following the HP Envy crash and its aftermath. The 900 balance is the maximum recorded.     I probably need not more than 100 to 150 pages per month, but that implies as an " HP support person" advised me that 450 to 600 of the current accumulated roll-over total balance  is ALSO forfeited.   Where can I reach someone at HP to get a more reasonable arrangement?  Do  I need to file a formal complaint? Or should this be the trigger to switch my HP desktop ( needs to be replaced ) and HP laptop, (also old and too heavy) and printer to a new brand? I am not looking for a referral to an endless chat with a non decision maker. Instead I look for an email address of someone  ( with decision authority in such matters) with  whom I can file my case and receive a response before I need to make a decision.
