Free Instant Ink Plan not available?

Hi there, I signed up for Instant Ink about 4 months ago but haven't loaded my first ink yet (still using the demo ink). I remember reading when I signed up that there would be no charges until the ink was installed yet I've been charged the past two months. I also signed up for the 3.99/month plan because it said I'd have 2 months free so I wanted to use them to do more printing and intended to switch to the free plan afterwards as I don't print much on a regular basis. Well I went in to change my plan today and the free plan is not showing as available even though it was an option when I first signed up. Can anyone tell me how to get the free plan and why I'm being charged if I haven't installed my ink yet?? I'm very frustrated with something that seemed so simple!

Have you received the HP Instant Ink welcome kit from HP?

The page count will start only when you install the Instant Ink cartridges.

 

I need more information to help you out.
