HP OfficeJet Pro 6968 All-in-One Printer

I just replaced the HP cyan ink cartridge in my HP 6968 Office Jet and now blue won't print.  I've cleaned and aligned print heads and all colors are great, but no blue.  Was getting some streaks of blue in the beginning, but now nothing.  I've followed all the HP advice I could find - made sure the cartridge vents weren't clogged and have cleaned and alligned 5 times.  The printer diagnostics say all the cartridge are at a nearly full level.

Is it possible my cartidge is bad?  it isn't old.  I am on Instant Ink plan, so I'm sure it wasn't received long ago.  I have one more new cyan cartridge, but hate to waste the one I just put in which was new, and put in the unused one and still not have it work.

I have an important job to print and I'm panicked and frustrated.  I may have to take the job out to print and pay for it.

Thanks for any help.

As I indicated in my text I had performed all the steps in rhe document before posting my issue.

However I did it all again, and the same results....no cyan blue prints on any report.

Additionally, I had 1 new cyan cartridge, so I decided to put it in, which was my last ditch effort.  The one I replaced was new, so I was reluctant, and didn't want to waste a cartridge.  Nothing changed - no blue prints.

I'm an HP instant ink customer and never buy cartridges outside the program.

What options are left?  I'm on SSI and hate to pay for maintenance or a new printer if I don't have to.
