I have just received my first instant ink delivery for a new Envy Photo 6230 printer. When the tri colour cartridge was installed an error message appears on the screen - asking me to remove and replace the cartridge as it is not installed correctly.
When I reinstall the empty cartridge the message does go away - so I would guess that this proves it is a defect cartridge I received through instant ink. After following all the Virtual Chat instructions I have been unable to remove this message and print.
I am also unable to speak with someone through Messenger, WhatsApp or by telephone.

Have you checked you HP Instant Ink account page? Your Instant Ink account page will have notifications if there are any issues with the account or recent cartridge shipment, it will even provide solutions on how to fix the issue. You may log in to your HP Instant Ink account page from here.
