I am unable to sign up for HP Instant Ink. I get the “Server Error. Try again soon” message. I have tried this on bother Windows 11 (Google Chrome and Explorer) and my iPad (iOS 15.4.1) with no success over several days.

I'd like to help!
I understand you are unable to enroll in the instant ink subscription.
Try using a different browser to complete the enrolment, (Ex: Chrome, Firefox, Edge)
You may also refer to the document -- Enrolling in HP Instant Ink
Also, Make sure the date and time on the computer are set correctly.
If the issue persists,
