I have the HP OfficeJet Pro 9015 and have been unable to add a printer or scan for the last few days. The screen on the printer shows that I must be enrolled in Instant Ink, and I am because the payment most recently been deducted from my bank account. This is not the first time I have had issues, but has never lasted so many days.

I suggest you call HP INstant Ink support. Go to the HP Instant Ink site, the phone number (or chat option for some countries) will be listed in the lower center of the opening screen.
