Question, Does HP often fall behind on Ink Jet replacement ink shipments? I am out of Ink; HP says they have shipped new cartridges a week ago, but they have not arrived. Is this a common problem?

I wish we could help -- Ink shipment is an internal process within the Instant Ink service.
There are many thousands of Instant Ink contracts - that said, there is no way for anyone to answer the question "how often" a particular thing happens.
What?
The people who don't like the service are far more vocal than those for which the service works as expected.
And, perhaps it does not matter --
If something happens to you, the results are "too often" for you.
My suggestion
If you have not done so, wait for the Instant Ink Support office to open and contact the support team.

Ask any questions, express your view, ask for an update.
