How can I change the country from Germany to Austria during the registration?

it Shows Germany and doesn't allow any change

Hi

my HP Account shows  Austria but when I try to order Instant Ink then I can't choose Austria or enter an Austrian ZIP Code. It always shows "Germany" as country and doesn't allow me to change this.
