How can I request new ink for defective ink?

HP Recommended
HP 65XL Black noir
Microsoft Windows 10 (64-bit)

I received my ink through university bookstore but the cartridge was unable to be recognized so I ordered the same product through hp website and it worked. I am guessing the cartridge I received from school is defective but I have no way to contact the school store for an exchange or replacement due to COVID-19 closure. Would HP be able to help me with this please?
